We are looking for a Deputy Program Manager (DPM) with experience in Personal Services Contracts (PSC) for an upcoming USAID-funded project. This role involves providing administrative, technical, and programmatic support to USAID-managed PSC programs. The position is contingent on contract award and will be based full-time in Washington D.C.

Key Responsibilities:
• Lead and oversee daily program activities and manage customer relationships.
• Utilize prior experience with USAID contracts to manage project life cycle tasks, including hiring and managing PSC recruitment professionals.
• Act as the main contact for USAID on procedural and substantive issues.
• Supervise all technical aspects of the contract, including staff management, information dissemination, and report submission.
• Manage and oversee task orders, working closely with USAID leadership and various officers to ensure task order fulfillment and adapt to changes.
• Ensure quality control in PSC recruitment and team products, maintaining high performance standards.
• Report to USAID technical and contract personnel as required.
• Develop and deliver high-quality materials and presentations for various audiences.
• Manage logistics for employee and consultant onboarding, deployment, and travel.
• Support personnel management tasks such as recruitment, onboarding, staffing, and performance reviews.
• Create and update position descriptions.
• Facilitate staff communications and information sharing.
• Motivate staff to provide high-quality service and support their professional development.
• Manage surge staff for short or long-term assignments.
• Interpret policies and goals for contractor support staff.
• Update financial projections based on staffing levels and client priorities.
• Ensure compliance in documentation for timesheets, invoices, subcontractors, vendors, and procurements.
• Maintain professional relationships with colleagues and clients.
• Document meeting discussions and action points.
• Support ad hoc and special projects.

Qualifications:
• Bachelor’s Degree.
• At least 12 years of work experience, including five years with USAID contracts.
• Experience managing PSC recruiters and large-scale programs.
• Knowledge of FAR 37.104, AIDAR, and Section 636(a)(3) of the Foreign Assistance Act.
• Familiarity with Federal Acquisition Regulation (FAR) Subpart 2.101.
• U.S. Citizenship and ability to obtain and maintain a Secret Clearance.
• Experience with cost-plus contracts.
• Strong problem-solving skills and stakeholder management.
• Excellent communication, influencing abilities, and client focus.
• Proficiency in English and Microsoft Office applications.

Preferred Qualifications:
• Master’s Degree with eight years of work experience, including five years with USAID contracts.
• Active Secret clearance.
• Program or Project Management experience with USAID.
• Experience with DSSR and FTR regulations.
• Experience in recruiting, hiring, and onboarding PSC personnel.
• Attention to detail under tight deadlines.
• Experience supervising and mentoring junior staff.
• Experience managing remote personnel.
• International work experience or experience in fragile or transitional state environments.
• Ability to start within three weeks of receiving clearance or offer.
