We are looking for a Global Health Security and One Health Adviser to support the USAID’s project The Long-term Exceptional Technical Assistance Project (LEAP Global). This initiative is aimed at combating infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. This project addresses human resource challenges in national infectious disease programs by embedding technical experts within government entities. The goal is to provide sustainable mentoring, capacity building, and improved coordination between USAID and host governments.
USAID’s Global Health Security (GHS) Portfolio: The GHS portfolio aims to enhance the Philippines’ capacity to mitigate public health threats and contain outbreaks at their source. The mission supports the integration of One Health Principles and ensures effective GHS program implementation aligned with White House and Congressional expectations.
Key Responsibilities:
- Lead Technical Initiatives: Oversee the design and implementation of GHS interventions, following USAID guidelines.
- Guide Planning and Execution: Inform USAID’s involvement in interagency planning and support the execution of the GHS portfolio.
- Support Specialists: Assist FSO and FSN GHS specialists in accelerating activity implementation.
- Build Coordination Networks: Develop and maintain relationships with key stakeholders, including USG agencies, Philippine government bodies, UN organizations, donors, the private sector, and NGOs.
- Facilitate Communication: Establish regular updates and collaborate with USAID/Philippines offices and other USG agencies.
- Monitor Developments: Stay updated on new issues impacting USAID priorities in global health security and share relevant information with stakeholders.
- Support NAPHS: Aid in the finalization and implementation of the National Action Plan for Health Security (NAPHS), focusing on animal-related GHS aspects.
- Assist in Exercises and Assessments: Support planning and execution of simulation exercises, risk assessments, and other critical One Health activities.
- Enhance Coordination Mechanisms: Contribute to developing One Health/Health Security coordination mechanisms, including updates to relevant agreements.
- Develop SOPs: Support the development of relevant SOPs/Playbooks as specified in the NAPHS and related strategies/policies.
- Guide Implementing Partners: Support and leverage the efforts of GHS partners in areas such as workforce development, laboratory networking, and surveillance.
- Program Management and Coordination Responsibilities:
- Coordinate GHSA Program: Oversee and integrate all elements of the USAID/Philippines GHSA program.
- Manage Implementing Partners:
- Facilitate collaboration among USAID implementing partners.
- Communicate USAID’s expectations for cohesive program efforts.
- Leverage partner networks to enhance GHSA implementation and maximize investments.
- Build Strategic Relationships: Develop and maintain key relationships with senior policymakers across various sectors in the Philippines.
- Monitor Performance: Review performance and financial reports to ensure partner compliance with agreements and USAID expectations.
- Ensure Compliance: Verify that implementing partners adhere to USAID regulations and procedures.
- Report Developments: Update USAID/Philippines on GHSA portfolio developments and policy changes from the Bureau for Global Health.
- Communicate Activities: Share GHSA activities, plans, and results with USAID Health and Program Offices, technical advisors, implementing partners, USG agencies, and the Government of the Philippines.
- Coordinate with USG Agencies: Ensure coordinated and non-duplicative GHSA efforts and reporting among USG partner agencies.
- Provide Information: Serve as the main point of contact for GHSA information to enhance awareness and address inquiries from USAID and Embassy leadership.
- Program Monitoring and Reporting Responsibilities:
- Communicate Progress: Regularly update USAID/Philippines technical advisors and AORs/CORs on the GHSA portfolio’s progress.
- Lead Reporting Efforts: Manage USAID’s contributions to bi-annual GHSA Progress Reports and annual reports for Congress and the National Security Council via the U.S. Embassy/Philippines.
- Knowledge of GHSA Reports: Have in-depth knowledge of the GHSA Joint External Evaluation Report and its assessments and scoring for the Philippines.
- Track Progress: Ensure timely completion of actions, address implementation constraints, and propose solutions.
- Ensure Quality: Conduct site visits and attend relevant meetings to maintain program quality.
- Disseminate Achievements: Collaborate with partners to share program successes and lessons learned within the Philippines and with USAID Washington.
- Prepare Reporting Documents: Lead the preparation of key reports, cables, and other documents for mission, embassy, and agency needs.
Qualifications:
- Degree: MD (Medicine), DVM (Veterinary Medicine), or a master’s degree in Epidemiology, Public Health, or a relevant technical field.
- Experience: At least 10 years of progressively responsible experience in One Health, Animal Health, Public Health, or Epidemiology.
- Development Programming: Prior experience with a bi-lateral or multilateral donor.
- GHS Activities: Direct experience in Global Health Security (GHS) activities or implementation.
- Infectious Diseases Knowledge: Extensive understanding of infectious diseases, One Health approach, antimicrobial resistance, health systems, and development issues, with specific insight into the Philippines’ cultural and work environment.
- Engagement Skills: Proven ability to engage effectively with senior executives, government officials, and build trust-based relationships. Experience with technology entrepreneurs, researchers, and innovators.
- Stakeholder Collaboration: Experience working with stakeholders across public, private, and nonprofit sectors.
- Management Skills: Strong management, negotiation, collaboration, team building, networking, and interpersonal skills. Ability to work independently with minimal supervision.
- Technical Skills: High level of technical, analytical, and quantitative skills for scientific approaches and development policy analysis.
- Communication Skills: Exceptional written and oral communication skills, including producing professional-quality analytical reports and delivering effective presentations. Ability to communicate effectively with USAID Mission employees, senior local government officials, international and local organizations, donors, embassies, and U.S. Government agencies.
- Team Collaboration: Demonstrated ability to work collaboratively as part of a team and build productive relationships at all levels.
- Leadership Skills: Outstanding leadership, communication, and interpersonal skills, with the ability to function effectively both as a leader and as a member of a diverse, multi-disciplinary team. Proven track record of achieving consensus and influencing relationships positively in a team environment.
- Institutional Experience: Experience working in complex institutional settings and developing networks to enhance collaboration among colleagues. Strong interest in supporting USAID staff with efficient program implementation.
- Diplomacy Skills: Ability to handle politically sensitive issues with discretion, tact, and diplomacy. Skilled in interacting effectively with a wide range of internal and external partners, including USAID clients, international organizations, host country government officials, and NGO counterparts.
- Language Proficiency: Fluent in English (Minimum Level IV), with proven ability to communicate quickly, clearly, and concisely, both orally and in writing.
- The GHS & One Health Adviser will be supervised by the Supervisory Project Management Specialist (Global Health Security) and will also work under the guidance of the Director of the Epidemiology Bureau of the Department of Health.
- One year at 50% Level of Effort (LOE), with the position expected to be renewed annually subject to available funding under GHS.
- Expected travel is 20 days or 30% domestic only.
