We are seeking a Senior Project Associate (SPA) to provide project management and business development support to the Conflict and Violence Prevention (CVP) Practice within the International Development (IDEV) Division. This division supports USAID programs in Conflict and Violence Prevention, Monitoring, Evaluation, and Learning (MEL), Stabilization, and Governance. The CVP practice delivers technical and operational excellence for USG-funded conflict prevention and peacebuilding programs. The SPA will work on moderately complex assignments, supporting field-based CVP projects and proposals, and engaging in day-to-day project activities, coordination, and administrative support.

Key Responsibilities:

Project Management:

  • Administrative Support: Provide administrative, contractual, operational, and financial support to CVP projects.
  • Coordination: Work closely with project teams and internal support units (Contracts, Finance, Payroll, HR, IT, Recruiting).
  • File Management: Manage electronic files to ensure compliance with Dexis protocols and policies.
  • Client Requests: Draft requests to clients with minimal supervision.
  • Report Preparation: Edit, format, and provide input for project reports.
  • Procurement Support: Assist with procurement efforts, subcontracts, and grants under contract.
  • Subcontract Management: Write scopes and support the management of partner subcontracts, subawards, and other agreements.
  • Compliance: Ensure compliance with Dexis processes, contractual requirements, and U.S. government regulations.
  • Problem Resolution: Identify and resolve common problems, escalating more complex issues as needed.

Finance:

  • Payment Requests: Prepare payment requests, review financial transactions, and track project budgets.
  • Budgeting and Forecasting: Support project managers in budgeting and forecasting for internal and external reporting.
  • Invoice Review: Review financial transactions and client invoices.

Personnel Management and Recruiting:

  • Recruitment Support: Assist with recruitment and onboarding of project staff and consultants.
  • Consultant Management: Manage consultants for various project assignments, including agreements, travel logistics, expense reports, and payments.
  • Program Administration: Carry out compliant program administration, including reporting, procurement, consultant management, travel administration, financial monitoring, and maintaining trackers.

Business Development:

  • Support Efforts: Assist with business development through research, editing, formatting documents and CVs, drafting past performance references, supporting budget development, recruiting, and coordinating proposal teams.
  • Bid Management: Manage and coordinate small bid teams and proposals.
  • Opportunity Research: Research new business development opportunities.
  • Event Participation: Participate in external events and share notes with team members.
  • Other Duties: Perform other duties as assigned.

Qualifications:

Minimum Requirements:

  • Education: Bachelor’s degree in international relations, business, finance, or a related field.
  • Experience: At least 3 years of work experience in international development or a relevant field.
  • Project Management: Experience working on a USAID project in a project management capacity, including procurement of goods and services.
  • Financial Skills: Experience in budget development and financial tracking.
  • Technical Skills: Proficiency in Microsoft Office products.
  • Soft Skills: Strong prioritization, organization, planning, time management, and problem-solving skills.
  • Communication Skills: Excellent written and oral communication skills, with the ability to communicate clearly and concisely for diverse audiences.
  • Multitasking: Ability to multi-task, show attention to detail, and work independently.
  • Teamwork: Ability to work under deadline pressure with diverse teams.
  • Travel: Ability to travel internationally up to 25% of the time.
  • Language: Fluency in French.

Preferred Qualifications:

  • CVP Programming: Experience supporting CVP programming with a USAID implementing partner.
  • Regional Experience: Experience supporting projects in West Africa.
