We are looking for a AM&E Analyst to support the AM&E activities. Tasks include desk and field research, analysis, data collection and visualization, strategy development, policy writing, coordination, and AM&E capacity building to support the Defense Security Cooperation Agency (DSCA).
Key Responsibilities:
- Research and Analysis: Provide day-to-day research, analysis, and program support services.
- Field Evaluations: Conduct field evaluations to gather data and insights.
- Technical Guidance: Offer technical and strategic guidance on AM&E.
- Project Management: Manage AM&E projects and tasks, ensuring they stay up to date with emerging techniques, tools, and approaches.
Qualifications:
- Education: Bachelor’s degree.
- Clearance: DoD Secret clearance.
- At least three years of AM&E experience, including analyzing and summarizing information, drafting data collection methodologies, creating organizational work plans, leading and coordinating multiple offices, and supporting staff with varying levels of knowledge.
- Five years of experience in AM&E or capability-based assessment (CBA) in areas such as counterterrorism, counter-weapons of mass destruction, counter-illicit drug trafficking, maritime and border security, military intelligence, international coalition operations, air domain awareness, cyberspace security, humanitarian assistance, and security sector governance.
- Strong oral and written communication skills.
- Ability to apply government regulations related to controlled unclassified information and foreign disclosure.
- Excellent computer skills, including word processing, spreadsheets, and database management.
Preferred Qualifications:
- Five years of experience and knowledge of public policy and operations.
- Five years of experience in planning, designing, and implementing AM&E programs or projects in the security sector for national organizations, NGOs/IGOs, the UN, or private industry.
- Education: Master’s degree (or higher) with formal training or education in AM&E.
- Policy Experience: One to three years of experience in planning, executing, or overseeing policy or guidance for Security Cooperation (SC) activities under specific sections of Title 10, Chapter 16.
