We are seeking a Risk Management Specialist to serve as the liaison for Audit Risk Management, Enterprise Risk Management (ERM), Federal Managers Financial Integrity Act (FMFIA), and Freedom of Information Act (FOIA) at USAID’s Bureau for Asia, Program Office (PO). This role supports USAID’s 15 bilateral missions across Asia and three regional missions, including offices in Thailand, Fiji, Kazakhstan, Laos, and Papua New Guinea.
Key Responsibilities:
- Audit Response Management: Lead the Asia Bureau’s audit response efforts, managing risks, equities, and visibility associated with audits and inquiries from the Office of the Inspector General (OIG), Government Accountability Office (GAO), and Special Inspector General for Afghanistan (SIGAR).
- Liaison Duties: Coordinate with Mission audit teams, assist in tracking, reporting, and gathering information for all Asia Bureau audits.
- Risk Profile Completion: Assist with the completion of the operating unit’s risk profile and follow up on the resolution of identified risks.
- FMFIA Process: Support the FMFIA process, ensuring internal controls are assessed and weaknesses or deficiencies are visible to Agency leadership through the ERM tool and ASIST.
- FOIA Requests: Facilitate all FOIA requests for the Asia Bureau.
- Project Management: Lead, coordinate, organize, research, analyze, liaise, and manage tasks related to project/program tracking, data analysis, documentation, and communications support.
- Expert Advice: Provide expert advice and articulate recommendations to top management officials and key stakeholders in interagency and external groups.
Qualifications:
- Education: MA/MS in Accounting, Business Administration, Management, Finance, or a relevant field.
- At least 10 years of professional experience in audit and risk management.
- Minimum 5 years of experience leading US Federal Government audit responses.
- Experience working abroad, preferably in the Asia region.
- Excellent verbal and written communication skills, including presenting recommendations and drafting audit memorandums.
- Strong organizational skills and attention to detail.
- Strong analytical and problem-solving skills.
- Proficiency in Windows, Microsoft Office, Internet search engines, and e-mail applications (Google/Outlook).
- Knowledge of US Federal Government audit and risk management concepts, methods, and techniques.
- Ability to implement risk management programs, analyze risk management, evaluate agency policies for compliance, and communicate effectively.
- Interpersonal skills to build relationships across multiple USAID stakeholders, Bureaus, and Missions.
- Clearance: Active Secret security clearance required.
