We are seeking qualified international candidates to serve as short-term technical subject matter experts for the anticipated 3-year USAID-funded Justice and Anti-Corruption Reform Activity (JARA). This initiative aims to support the Moldovan Government’s efforts to implement justice reform and promote its anti-corruption commitments.
Key Responsibilities:
- Support to the Ministry of Justice: Monitor the implementation of the 2022-2025 Justice Strategy with 12 months of capacity building support.
- Training for Judges: Support the National Institute of Justice in training judges on specialized financial topics.
- Legislative and Analytical Expertise: Provide expertise to the National Anti-Corruption Center (NAC) and the Anti-Corruption Prosecutor’s Office (APO).
- Civil Society Support: Offer technical assistance to civil society to raise awareness and visibility of anti-corruption efforts among the general public.

Qualifications:
- Experience: At least 7 years of professional experience in one of the noted areas of expertise.
- Track Record: Demonstrated success in designing and implementing interventions in the area of expertise.
- Collaboration: Experience working collaboratively with local actors, donors, host government counterparts, and other stakeholders.
- Skills: Effective communication and time management skills.
- Deliverables: Ability to prepare high-quality deliverables (training plans, materials, reports, assessments).
- Writing and Presentation: Strong professional writing and public presentation skills.
- Education: Bachelor’s degree in a relevant field, or 3 additional years of proven experience in the area of expertise can substitute for education requirements.
- Knowledge of Moldova: Experience and knowledge of the landscape in Moldova and key national institutions and organizations relevant to the area of expertise (preferred but not required).
- Language Proficiency: Fluent in English; preference for candidates with Romanian and Russian reading and writing skills.
